Consultancy and Field Assistance



Consultancy and Field Assistance are assistance services to partner villages in the corridor of village self-help as mandated by the Village Law. At least (but not limited) there are two aspects of the services provided. First, assistance with the preparation of village documents, both administrative and policy in nature. Second, assistance with standard procedures to fulfill the principle of process accountability in the village, including the quality of the process itself. Some examples of these services include:

Field Assistance in Formulating the RPJM Desa (Village Mid-Term Development Plan) The purpose of this service is to produce a draft document for the RPJM Desa based on potential and fundamental problems in the village. Assistance was provided to the local Drafting Team, starting with preparing for an assessment of village conditions (PKD) using an Effect Chain approach to identify potentials, problems (and root causes), alternative solutions to problems, and impact analysis (positive or negative). IDRAP's role is as a facilitator, while the local Drafting Team will carry out all processes. The output of this series of assistance is the document of Draft Village Regulation on Mid-Term Development Plan which will be brought to the Village Deliberation forum for determination together with the Village Consultative Body (BPD) and Representatives of community groups/components. Field Assistance in Formulating Annual Village Development Plan (RKP Desa) The purpose of this service is to prepare a draft Annual Village Development Plan (RKP Desa) accompanied by supporting documents as a standard for the feasibility of implementing the Village Deliberation to determine the Village Regulation on RKP Desa. Thus, the participants of Village Deliberation are presented with complete data (on each activity) as a requirement for a quality deliberation process and becomes the basis for objective decision-making for establishing the binding document. The assistance provided was only a facilitation process for the local Drafting Team to be able to compile the RKP Desa design documents themselves. Field Assistance in Preparation of Village Deliberation on RKP Desa The purpose of this service is to improve the quality of the Village Deliberation (Musyawarah Desa) on RKP Desa. This assistance is given to members of the BPD (Village Consultative Body) as meeting organizers, with the main focus on the procedures for organizing, starting from aspiration screening, membership registers, invitations, deliberation rules, lay-out of deliberation rooms, agendas, guides, tools deliberations, decision-making procedures, and others. So it is hoped that the decision will be made after the participants are given the opportunity to provide feedback and suggestions.
