Maximizing the BUM Desa Guidance, DPMD Staff of Bombana Attending IDRAP Debriefing |

DPMD (Community and Village Empowerment Office) Bombana has started to strengthen the role of BUM Desa (Village-Owned Enterprise) in the Bombana District in supporting the village economy as the forerunner of village self-help. As a first step, improving the financial management of BUM Desa is a priority considering that there have been many village capital investments in BUM Desa, but many are unclear about the whereabouts of this capital. This was obtained from initial scanning data on the current state of the BUM Desa finances compared to data on total equity participation from each village. Many villages have made capital investments of up to hundreds of millions of rupiah, but now this capital has the potential to disappear because there is no financial accountability. In several villages that have changed the management of BUM Desa, there has been no transfer of assets from the old management to the new management. Even financial data was not handed over.
In order to improve BUM Desa financial management, DPMD Bombana asked IDRAP to conduct technical training for DPMD staffs whose coaching function is in contact with BUM Desa either directly or indirectly. This is a breakthrough made by the Head of the Village Empowerment Division of DPMD Bombana Asyhadi Asyikin SKM, M.Kes to utilize human resources at DPMD in the context of village BUM financial management. This debriefing activity took place in the office of DPMD Bombana on Friday (5/3). Participate in this activity the Head of Village Empowerment and other DPMD staff, namely Sahira, Andi Astri As'ad, S.IP, M.AP, Alwin, S.Si, Lukman, S.IP, Rasmudin, Eka Tri Suherman, Ahmad, S .IP and Rusdayanto, S.Kom.
Starting the debriefing activities, IDRAP Director Bahaludin explained the points that DPMD Bombana should pay attention to in the future so that BUM Desa becomes stronger.
"From the two training clusters that we have conducted, both the Rumbia cluster and the Poleang cluster, there are at least seven main points that must be of concern going forward. First, every time there is a change in management, many BUM Desa data have disappeared. The new administrators have not obtained financial data from the old caretaker." Bahaludin said.
"Second, there are many village assets whose whereabouts are unknown. For example, there are villages that have invested up to 150 million rupiah, but when management changes, the new administrators only receive less than 3 million rupiah. Third, many BUM Desa do not have proof of transactions, both expenditures and receipts. Bookkeeping exists but no evidence of transactions." Bahaludin continued.
"Fourth, there are still differences between financial report data and physical assets. For example, the value of assets in a bank differs between bookkeeping and checking accounts (savings account). Fifth, Advisors and Supervisors ignore the obligation to prepare financial reports by management (operational implementers). Sixth, There needs to be a database of total village capital participation to be compared with current conditions so that the DPMD can take strategic policies to minimize and prevent loss of BUM Desa assets.Finally, several BUM Desa that have shown a positive existence have started to enter into other BUM Desa objectives such as carrying out public service activities and utilization of village assets to create added value."
"The problems mentioned above can be prevented earlier, one of which can be done through intensive coaching from the DPMD as the leading sector for empowering village communities as mandated by the Village Law. DPMD must start getting used to understanding the ins and outs of Village BUMDes financial reports. For this matter, IDRAP has prepared a tool that can make it easier for both DPMD and BUM Desa administrators, namely CTK (Financial Transaction Records) which is automated with financial reports (Balance Sheet, Income Statements, Statements of Changes in Equity). Today we will practice using this CTK and how to understanding the financial reports produced by this CTK," explained Bahaludin.
This debriefing activity is part of the DPMD Bombana partnership with the IDRAP. Through the breakthrough made by the Head of Village Empowerment Asyhadi Asyikin SKM, M.Kes, several supporting formats for village BUM financial management have been produced to make it easier for BUM Desa administrators to carry out village BUM financial administration.
