    Bombana Government Collaborates with IDRAP to Improve Village Governance
     
    The Government of Bombana District through the Community and Village Empowerment Office (DPMD) has opened a space for partnerships with non-governmental organizations (NGOs) in order to improve the quality of village governance in the Bombana District. IDRAP became the first NGO to be engaged in a partnership, which was initiated through a Village Development Planning workshop, which was held in the Rumbia sub-district office hall, Thursday 7 January 2021. Participants in this workshop were villages in 4 (four) sub-districts ( Rarowatu, North Rarowatu, Rumbia and Central Rumbia). Each village is represented by the Village Government and Village Consultative Body (BPD).

    Head of DPMD Bombana Drs. Hasdin Ratta, M.Sc, who opened the workshop, appreciated the work of NGOs that really build villages.

    “I am very happy with this IDRAP program, because they use their own funds. At first I thought it would be the same as other institutions that usually come, whose activities always ask for a budget from the village. But after I met and discussed directly with Mr. Haifudin (IDRAP staff), I realized that there are still institutions (NGOs) that really carry out village community empowerment using their own budget and not asking for a budget from the village.”

    In line with the DPMD Head, the Lakomea Village Head who was one of the workshop participants also gave the same appreciation.

    “First of all, I would like to welcome IDRAP, as the DPMD head has said, I am also very happy with this program. Because this is the first time I have an institution whose activities use its own funds. Usually, when an institution comes to the village for development activities or for village planning, they end up asking for money from the village. But today we have an institution that is completely different from the institutions that have visited the village”.

    Meanwhile the Director of the IDRAP, Bahaludin, as one of the workshop speakers delivered 3 (three) main points related to village development planning, namely the Village Medium Term Development Plan (RPJM Desa), Village Government Work Plan (RKP Desa), and Synchronization/Harmonization Village Development Planning with District Development Planning.

    “If possible, the ideal time for the inauguration of the elected village head is no later than early March. So that the village head concerned has 3 (three) months to prepare the RPJM. So that during the villaga deliberation in June, the village's own RPJM was used. Thus, the village head has sufficient time to realize his political campaign promises that have been outlined in the Village RPJM," said Bahaludin when giving material related to the RPJM.

    "In his first year in office, the village head had not yet realized his own RPJM because he was still planning to implement the previous village head's planning RKP. If by June they do not have the RPJM, the village head will lose 2 (two) years in realizing his RPJM. Not to mention in the 6th year, if the village head is not re-elected then he is only limited to planning the RKP, but he is no longer the one implementing it, so there is a chance that it will not be implemented optimally, "continued Bahaludin.

    The Director of the IDRAP also did not forget to emphasize the need to prepare the RPJM based on mapping the potential and fundamental problems that exist in the village, not just copy-paste.

    “From the results of a study conducted by IDRAP, there are very many village RPJMs that are arbitrary (copy-pasted) which often do not match the real conditions in the village. For example, there was an activity to procure fish dryers in the RPJM, even though there were no fishermen in the village. Not to mention that if we read the document, the contents of the RPJM are exactly the same between villages in North Buton and villages in South Konawe for example. Take a look at these documents. The mission is the same, the policy directions are the same, the table colors are the same, even the typos are the same. Hopefully this won't happen in Bombana”, said Bahaludin while showing several examples of the RPJM from two different districts but the contents are exactly the same.

    The Director of IDRAP emphasized the importance of not buying or copying the RPJM. “When the RPJM has been drafted, it cannot be changed anymore. It can only be changed if a special event occurs and/or there is a fundamental change in government policy as stipulated in PP No.43/2014 article 120 or there is a village cooperation plan that has not been included in the RPJM as stipulated in Permendagri No. 96/2017 article 10”.

    Closing the workshop activities, the Head of DPMD Bombana again hopes that the partnership between the Bombana Government and IDRAP can continue. “I repeat again, to IDRAP, I hope this partnership will continue. I rarely ask twice. But this time I emphasize that this program can run. I asked for at least 10 villages in Bombana to form partnerships.”
